Its not by level, to make weapons you need weapons and parts (usually misc items such as wonder glue, conductors, modules. Items that may seem like junk isn't actually junk)

The game was disappointing. Basically its just Oblivion in Fallout clothing with copy pasted fallout material. Seriously Bethesda ruined the franchise Fo3 didn't have the same atmosphere I felt in the previous Fallouts.

I think people should play old Fo games and then think how is the game changed. I think then youll understand why people think fallout 3 as a rip off. Fo3 would have worked just fine with the old engine but bethesda raped it. TURN BASED RPG FTW !
