Rory123654: Taking Bush's words out of context. Bush is a weak leader with years of poor foreign policy (before and during presidency). Clinton told Bush about OBL but Bush had concerns elsewhere. Bush MAY have used 9/11 as a "New Pearl Harbor"; but I doubt he 100s, maybe 1000s of people, to create the tragic events of 911.
