Yeah, its a imperial bandit in full elvin armor, which is unusual. You can get that equipment at about level 15.

u think thats a mocking kinda moment? 2 weeks after i got oblivion my basement flooded so we put most of our stuffin boxes and put them in my garage but for some reason it wasnt with the rest of my games so i searched fer like 4 hours and cant find it even though i know the exact area its in argg

haha thanks, maybe he is a bandit, but ive never seen one with full one type armor, including shield and sword.
