The commentary on war and religion was genius. The garbage represents how we live with sin all our lives (remember the little dog said "I'm covered in garbage") and how we fight over utterly useless worldly possessions symbolized by the toilet seat. The end result from such useless pursuits is war (symbolized by the dogs fighting) and with our lives ending up in the dumps (literally for the two dogs).
