Burton isn't over rated. He is one of the greatest metal bassists but Steve Harris, one of the best bassists ever. Definitely top 15.

Cliff burton is pretty good but is over rated just because he plugged his bass into a guitar amp, which John Entwistle of the Who though of first by the way.
