i acknowledge that scotland is more devolved and may one day be an independent nation again. but just because it has legal independence and its own jurisdiction has teeth, that doesn't make it a country. if that was the case the united states would actually be 52 different countries. i only cited the CIA world factbook as a well known frame of reference, any other source from wikipedia to encyclopedia britannica will tell you the exact same thing. ie, scotland is not a country.

Scotland has its own legal system, education system, administrates its own government spending and healthcare. Wales and England are a lot more connected to each other than Scotland is. England's laws apply to Wales in its entirety.There are different levels of union within the UK, the 3 mainland "provinces" are countries in their own right and N. Ireland is an administrative "province". The CIA isn't a good source for info about countries that aren't the USA.

the EU is a federation/partnership of countries. the UK is a kingdom (ie country) of formerly independent nations.you know what im going to say now dont you? yes, google EU member states and you wont find wales or scotland on the list, but the *UK*, which*is*the*country. yes there is a process of devolution,which is a complex issue. but its not fully complete, hence scotland is not a country.emotionally to you it is,but not in actual reality.

The UK is as the name implies: a UNITED KINGDOM which consists of a union of countries. The EU is also a union of countries, but you wouldn't call Europe a country, would you?The fact that Wales, NI and Scotland have devolved governments should also be a clue. I'm from Scotland and we're what is called a "constituent member country" of the UK. We're still a country in our own right, but part of a political union with another country.
