Peter Jackson probably left it out because in the books the necklace does not get broken. I like to think of the necklace as the elves passage over the sea to the land beyond. In the books, after Frodo is rescued from Mordor, Arwen gives him the necklace, ensuring that he goes over the Sea in place of her.
