For that you need Flash, or some other vector drawing program. I sketch the cartoon character on paper first, then scan the sketch into my computer. Load it on one layer, open a new layer, and trace the lines using free-hand draw. Then, by puling the vectors, I can tweak the lines to smooth them out (since tracing with a mouse can be kinda shaky).
