The the key is in the indeffinite article 'a'. A British accent. meaning there is more than one. Just as a scotsman is also british, then a scottish accent is also a british accent. And a welsh accent is also a british accent. A New York accent and a Texas accent are both american accents. Both quite different. Both terms are very vague. There are many different American accents and British accents. Being specific is best eg 'a new jersey accent' + 'a Bolton accent'.

Yes, but as shaolindreams said, their is no british accent and people often confuse it with an english accent.
