Nope if you look closely you will see a white hand scratching the cat in by the tail just like the person said above, its similar to a dog getting scratched and shacking its leg. I might add that it does sound like the cat is saying that I want food lol. ;-)

this is caused by someone petting the cat either on the tail or hindquarters. it's similar to a dog moving his leg up and down when you scratch him.

most likely the cat is being scratched or pet at the base of its tail or back...having owned countless kitties, I have seen this behavior before- it will sometimes precede a swatting so I generally leave the obviously sensitive area alone.
