If something like 1000 families own approximately 90% of global assets. There'd probably be enough space to house them and their minions. The fact FEMA PR said he can't specify the number of people fit for the underground bases is because the number is so low that it would be too obvious that the rest of the population would be left stark naked above ground, in the event of a doomsday scenario.
